Known locally as Turtle Lake, this lively public roundabout plaza in District 3 was built in the late 1960s by modernist architect Nguyen Ky. The design centers on an octagonal water basin crossed by elevated walkways, crowned by a towering concrete lotus-petal fountain. By day it is a shaded retreat, but in the evening it transforms into a bustling social hub packed with students enjoying street snacks like bánh tráng nướng and iced tea.
